"... In the 40 years since Germany imposed Europe's first copyright levy 
on tape recorders in 1965, almost every European country has set up its 
own web of levies and quasi-public agencies to reimburse artists, 
writers and musicians for the duplication of music, books, films and 
pictures.

It is a payment system unique to Europe. But with the advent of digital 
controls that prevent many consumers from copying music and video - 
so-called digital rights management technologies - equipment makers are 
lobbying the European Commission to roll back national fee systems they 
claim have become as outmoded as eight-track tape players.

"Europe's copyright laws in this area were drafted during the analog 
age," said Jens-Henrik Jeppesen, the governmental affairs director in 
Brussels for Intel, the world's biggest maker of semiconductors.

"We need to modernize them to reflect the realities of the digital age. ..."

Er /kan/ dus ook een positieve kant aan DRM zitten, namelijk dat 
hardware (toestellen, CDRW, DVD...) goedkoper wordt als allerlei -IMHO 
compleet gekke- heffingen weg vallen. Vermoedelijk zal de wet dan wel 
herschreven worden zodat de rechten van de consument op andere vlakken 
ingeperkt worden...

Momenteel ziet het er echter naar uit dat de wetgeving in België meer 
richting extra heffingen gaat? (herinner onze actie op 
http://geenpctaks.be/ )
